HAZID, HAZOP & Engineering design review study: 6-kM Waltersmith Gas Pipeline from AGPC to WIIP

We are pleased to announce the commencement of the Operations Safety Case development for Belemaoil Producing Limited’s facilities in OML 55.

This comprehensive Operations Safety Case covers four major offshore platforms—Robertkiri, Idama, Jokka, and Inda—all located within Nigeria’s shallow offshore environment at approximately 25m water depth.
OML 55 lies about 40km west of the Bonny Terminal, spanning an estimated 852km² across the mangrove swamp and shallow offshore region of the south-eastern Niger Delta. Previously operated by the NNPC/Chevron Joint Venture, the asset was handed over to Belemaoil Producing Limited, in partnership with NNPC, in February 2015. Current producing fields include Robertkiri, Idama, Jokka, Inda, and Belema North.

Robertkiri Field sits west of Newcross E&P’s Ekulama Field. Its production infrastructure comprises a 12-pile platform with oil and gas processing equipment, a 6-pile utility quarters and helideck platform connected via bridge, and two separate 4-pile structures supporting the heater treater and the LACT metering system along the San Bartholomew River.

Idama Field is developed using a jack-up Mobile Offshore Production Unit (MOPU) and riser platform with capacity for 24,000 bpd of total fluids (15,000 BOPD oil and 9,000 BWPD produced water) and 34 MMscfd of gas. Production from Jokka-1 is tied back to the Idama facilities via manifold.

Inda Field is located approximately 13 km southwest of the Bonny Terminal in 25m water depth, forming part of Belemaoil’s shallow offshore operations.

The development of the Operations Safety Case formally commenced with a field visit and facility inspection to the OML 55 locations from 25th–27th November 2025. The Tomsey team journeyed via speedboats to Robertkiri, Idama, and Inda platforms—an insightful and engaging offshore experience.

The objectives of the facility tour were to:

  • Conduct a comprehensive safety assessment to understand existing operational hazards.

  • Evaluate the current condition, operability, and functionality of installed equipment.

  • Verify the practical implementation of HSE procedures and adherence to Belemaoil’s HSE Management System.

As the project progresses, a Formal Safety Assessment Workshop will be held with full participation from NUPRC.

We extend our sincere appreciation to the Belemaoil team for their continued trust and partnership, and to the onsite personnel for their cooperation and support throughout the field visit.

At Tomsey, we remain committed to delivering world-class Process Safety and Loss Prevention Engineering across Nigeria and beyond. Our expertise covers:

At Tomsey, we remain at the forefront of technical safety consultancy and process safety management in Nigeria’s energy sector. In line with our commitment to operational risk reduction and pipeline integrity assurance, we are proud to have facilitated the Hazard Identification (HAZID) Study for the NNPC Limited Major Hydrocarbon Pipelines and Infrastructure Renewal Project — one of the most significant pipeline safety enhancement initiatives in the region.

Strengthening Nigeria’s Energy Backbone with Proven Technical Safety Risk Controls

The project covers the Engineering, Procurement, and Construction (EPC) of six (6) new pipeline systems across the Niger Delta region, with the key objective of improving process safety performance, asset integrity, and environmental protection. Through structured risk assessment and technical safety reviews, we supported the mitigation of:

  • Pipeline failure risks and loss of containment scenarios

  • Operational downtime due to system degradation

  • Environmental and community impact from third-party interference

Our role in the HAZID facilitation ensured that Safety in Design (SiD) principles were embedded early during project planning — a critical component of ISO 45001 and API RP 1173 compliant safety systems.

Technical safety

Powered by Innovative Construction Technology: CHDD

The project, awarded to Fenog Nigeria Limited, adopts Continuous Horizontal Directional Drilling (CHDD) — a trenchless installation method widely regarded as a low-impact pipeline construction technique. This approach delivers key technical safety benefits, including:

  • Reduced geotechnical disturbance and environmental footprint

  • Improved pipeline burial security against mechanical impact

  • Long-term corrosion control and system reliability

By combining advanced engineering practices with robust risk management frameworks, the project sets a new benchmark for safe pipeline infrastructure development in Nigeria.
