Advancing Process Safety Through Comprehensive Risk Assessment and Technical Collaboration
TOMSEY Engineering & Services International Ltd is proud to announce the successful facilitation of the HAZID (Hazard Identification), HAZOP (Hazard and Operability) and SIL (Safety Integrity Level) studies for the OBEN NAG Late-Life LP Compression Project – Detailed Engineering Design (DED).
Hosted at Eko Hotel & Suites, Victoria Island, Lagos, the workshop brought together technical experts and key stakeholders from Seplat Energy Plc, NNPC E&P Limited (NEPL) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). TOMSEY Engineering served as the independent facilitator, leading the technical review sessions and providing comprehensive documentation support throughout the study.

Supporting Safe and Reliable Project Development
As energy projects become increasingly complex, structured Process Safety studies play a critical role in ensuring facilities are designed to operate safely, efficiently and in compliance with industry standards.
The combined HAZID, HAZOP, and SIL studies enabled project stakeholders to systematically evaluate potential hazards, assess operational risks and determine the effectiveness of safety systems before project execution.
By conducting these assessments during the Detailed Engineering Design (DED) phase, the project team can proactively address potential issues, strengthen design integrity and improve long-term operational reliability.
Objectives of the Studies
The workshop provided a structured platform for multidisciplinary collaboration, enabling stakeholders to:
- Identify potential hazards across the low-pressure gas compression system.
- Evaluate process operability and existing safeguarding measures.
- Assess the Safety Integrity Levels (SIL) required for critical protection systems.
- Review process deviations and their potential causes and consequences.
- Develop practical recommendations to strengthen process safety and operational performance.
Through open technical discussions and systematic analysis, participants examined the facility design from multiple engineering and operational perspectives, ensuring that key risks were identified and appropriately addressed.
Key Outcomes
The collaborative review produced a comprehensive set of recommendations that will support the successful execution of the OBEN NAG Late-Life LP Compression Project.
The studies delivered several important outcomes, including:
- Improved understanding of process hazards and associated risks.
- Enhanced confidence in the effectiveness of safety and protection systems.
- Recommendations to improve operational reliability and maintainability.
- Strengthened regulatory compliance and adherence to industry best practices.
- A clear roadmap for implementing risk reduction measures during project execution.
These outcomes will contribute to safer operations, improved asset integrity and more efficient project delivery throughout the facility’s lifecycle.

The success of every Process Safety study depends on the expertise and collaboration of all participants.
TOMSEY Engineering sincerely appreciates Seplat Energy Plc, NNPC E&P Limited (NEPL), NMDPRA and every member of the multidisciplinary team for their active participation, valuable technical contributions and commitment to engineering excellence throughout the assignment.
Their collaborative approach ensured that the workshop delivered meaningful recommendations that will enhance both project safety and operational performance.
